Serving as Washburn County Highway Commissioner in 1998 and later taking the helm at Barron County in 2008, Servi navigated challenges, implemented improvements, and earned accolades for his contributions to highway safety. Active in professional associations, he held significant roles, including two terms as President of the Wisconsin County Highway Association and serving as NACE President in 2013-2014.

Emmer Shields, a seasoned Civil Engineer and Public Works Administrator with an illustrious 35-year tenure as the Ashland County Highway Commissioner, has been a driving force in reshaping and maintaining Wisconsin’s highway infrastructure.
As a respected leader in the Wisconsin Counties Highway Association, serving two terms as President, Shields was pivotal in spearheading the development of the Local Road Improvement Program in the early 1990s.
